On 15 April 2026, the opening ceremony of "National Security Education Day" was held at the Hong Kong Convention and Exhibition Centre.
Mr Xia Baolong, Director of the Hong Kong and Macao Work Office of the CPC Central Committee and the Hong Kong and Macao Affairs Office of the State Council, delivered a speech via video at the opening ceremony. Attendees included Hon John KC Lee, Chief Executive of the Hong Kong Special Administrative Region (HKSAR) and the Chairman of the Hong Kong National Security Committee; Mr Zhou Ji, Director of the Liaison Office of the Central People’s Government in the HKSAR and National Security Advisor of the Hong Kong National Security Committee; Mr Dong Jingwei, Head of Office for Safeguarding National Security of the Central People’s Government in the HKSAR; Mr Cui Jianchun, Commissioner of the Office of China’s Foreign Ministry in the HKSAR; and Navy Rear Admiral Lai Ruxin, Political Commissar of the Chinese People's Liberation Army Hong Kong Garrison. Over 2300 people participated in the event, including officials of central government agencies in Hong Kong, officials of the HKSAR government, and representatives from all sectors of society.

In his remarks, Commissioner Cui emphasized that the world is undergoing accelerated transformation unseen in a century. Faced with a turbulent and complex international situation, following a holistic approach to development and security is the anchor for Hong Kong to weather external risks and challenges, as well as source of confidence for Hong Kong to align with the National 15th Five-Year Plan, and to boost economy, advance development, and improve people's livelihoods. As Director Xia Baolong pointed out in his speech, safeguarding Hong Kong's transition from stability to prosperity with high-level security requires seizing the strategic opportunities presented by these major changes, coordinating with the 15th Five-Year Plan, and accelerating Hong Kong's high-quality development.
Commissioner Cui stated that regardless of changes in the international landscape, OCMFA will firmly safeguard national sovereignty, security, and development interests, and will always fully support Hong Kong in broadening its international connections, assisting Hong Kong in better integrating into and contributing to the country’s development, promoting Hong Kong’s long-term prosperity and stability, and advance the steadfast and successful implementation of “one country, two systems”.
