In response to the U.S.-China Economic and Security Review Commission's latest annual report, which wantonly slanders One Country, Two Systems in its chapter on Hong Kong, criticizes Hong Kong's national security laws and the Hong Kong police's law enforcement actions, smears Hong Kong's business environment and development achievements, and blatantly interferes in Hong Kong affairs and China's internal affairs, a spokesperson for the Office of the Commissioner of the Ministry of Foreign Affairs in the Hong Kong Special Administrative Region (HKSAR) expressed strong dissatisfaction and firm opposition.
The spokesperson stated that, with the full support of the Central Government and the joint efforts of all sectors of the HKSAR, the practice of One Country, Two Systems in Hong Kong has achieved universally recognized success. The Fourth Plenary Session of the 20th CPC Central Committee emphasized promoting Hong Kong's long-term prosperity and stability, resolutely implementing the policy of One Country, Two Systems, under which the people of Hong Kong administer Hong Kong with a high degree of autonomy, and supporting Hong Kong in better integrating into and contributing to the country's overall development. This has injected new impetus into the steady and long-term development of the One Country, Two Systems practice in Hong Kong.
The spokesperson pointed out that Hong Kong upholds the rule of law, and to abide by the law and bring lawbreakers to justice is a basic principle. No one should be allowed to use “freedom” as a pretext to engage in unlawful activities and escape justice. Since the implementation of the Hong Kong National Security Law and the Safeguarding National Security Ordinance, the prosperity and stability of Hong Kong have been better guaranteed, the foundation for its path towards greater prosperity upon a stable social foundation has been more solid, the various rights and freedoms enjoyed by residents under the law have been better protected, and the business environment has become more favorable. This year, Hong Kong was once again ranked as the world's freest economy, its status as an international financial center remained third in the world, its global competitiveness rose to third globally, and its IPO fundraising ranked first in the world, demonstrating the international community's confidence in Hong Kong's business environment and development prospects.
The spokesperson emphasized that the accusations against Hong Kong in the report of the U.S.-China Economic and Security Review Commission disregarded facts and were baseless. The commission has long issued irresponsible statements concerning China including Hong Kong, and has no credibility whatsoever. We urge relevant U.S. politicians to abandon their futile efforts to fabricate so-called annual reports, immediately stop interfering in Hong Kong affairs and China's internal affairs, and play a constructive role in the development of China-U.S. relations and Hong Kong-U.S. cooperation.
