—Remarks by Commissioner Cui Jianchun at the Opening Ceremony of the Hong Kong Session of the 9th China-AALCO Exchange and Research Program on International Law

Good morning!
It is a great pleasure to gather with you here in Hong Kong for the opening of the Hong Kong session of the 9th China-AALCO Exchange and Research Program on International Law. On behalf of the Commissioner’s Office of the Ministry of Foreign Affairs of China in the HKSAR, I extend the warmest welcome to all participants from AALCO member states!
This year marks the 70th anniversary of AALCO. Guided by the Bandung Spirit over the past seven decades, AALCO has consistently championed the voice of developing nations in shaping international law, resolving disputes, and drafting global rules. Every milestone reflects our peoples’ tireless pursuit of fairness and justice. This 70-year journey proves that solidarity and cooperation between Asian and African nations remain indispensable to advancing the international rule of law.
Ladies and gentlemen,
As the world enters a new period of turbulence and transformation, the value of law and order has never been more apparent. China, as a responsible major country, continues to bring stability and positive energy to this volatile landscape through concrete actions. Meanwhile, Hong Kong—a global metropolis under “One Country, Two Systems”—is leveraging its distinct legal strengths and strategic location to offer new opportunities and a premier platform for deepening Asia-Africa cooperation. On this note, I would like to share four points:
First, practicing the Global Governance Initiative to safeguard international fairness and justice. China remains an active participant, contributor, and builder of global governance. In September 2025, President Xi Jinping proposed the Global Governance Initiative at the Shanghai Cooperation Organization Summit. Built on five core pillars—sovereign equality, the international rule of law, multilateralism, a people-centered approach, and real results—the initiative outlines the path to reform and improve global governance.
These principles align perfectly with AALCO’s mission to defend the rights of developing countries and uphold the rule of law. They provide a solid foundation for the Global South to unite and deepen cooperation. We must firmly defend the purposes and principles of the UN Charter, ensure the equal and uniform application of international law, and amplify the collective voice of the Global South in global rule-making.
Second, upholding the institutional strengths of “One Country, Two Systems” to promote lasting prosperity and stability. Days ago, on July 1st, we celebrated the 105th anniversary of the founding of the Communist Party of China and the 29th anniversary of Hong Kong’s return to the motherland. The visionary concept of “One Country, Two Systems,” pioneered by the CPC, enabled the successful return of Hong Kong and Macao, offering a landmark model for peacefully resolving historical issues under international law.
President Xi Jinping emphasized that the cause of “One Country, Two Systems,” with its distinctive institutional strengths and strong vitality, is a good system that sustains the long-term prosperity and stability of Hong Kong and Macao. It is a good system that facilitates endeavors to build China into a great country and achieve national rejuvenation, and it is a good system for ensuring peaceful coexistence and mutual benefit between different social systems. So we must stay committed to this cause.
Hong Kong’s efforts to safeguard national security have laid a solid foundation for “One Country, Two Systems.” As the city transitions from chaos to stability, and now to greater prosperity, the vitality of “One Country, Two Systems” shines brighter than ever. Anchored by this high-level security, Hong Kong’s growth is more vibrant than ever, paving the way for a brilliant future.
Third, protecting Hong Kong’s golden reputation for the rule of law to build an international legal hub. As China’s only common law jurisdiction, Hong Kong has a legal system aligned with international standards and a diverse suite of dispute resolution mechanisms. Home to legal talent and professional institutions from 31 jurisdictions worldwide, it is a premier destination for international legal services.
In October 2025, the Hong Kong-headquartered International Organization for Mediation (IOMed) officially commenced operations, currently counting 44 signatory states and 14 ratifying states. In May 2026, IOMed successfully mediated its inaugural international maritime dispute.
Litigation, arbitration, and mediation complement and reinforce one another as primary tools for peaceful dispute resolution. Mediation offers unique value through its flexibility, efficiency, and philosophy of harmonious coexistence.
As the world’s first intergovernmental organization dedicated solely to mediation, IOMed effectively complements existing dispute resolution frameworks. China, as the initiator and host country of IOMed, welcomes Asian and African nations to actively engage in its development, promote peaceful dispute resolution, and expand legal cooperation.
Fourth, leveraging Hong Kong’s advantage of connecting the Mainland and the world to achieve common development. “One Country, Two Systems” gives Hong Kong with enduring global vitality, fully unlocking its unique role as a super-connector. As a global financial, shipping, and trade center, Hong Kong offers a free, open, and highly connected business environment, providing the international community with a secure, stable, and predictable market for capital, information, and legal services.
Today, Hong Kong hosts 63 consulates-general, 50 honorary consulates, 8 international organizations, and over 10,000 overseas companies. The 2026 World Competitiveness Yearbook ranks Hong Kong second globally, capturing first place in tax policy, second in financial standing, and third in business environment.
Backed by the Motherland and connected to the world, Hong Kong stands ready as the most efficient gateway for Asian and African nations to access global markets and engage in the Belt and Road Initiative.
Ladies and gentlemen,
The advancement of the international rule of law relies on the shared journey of AALCO member states, just as the improvement of global governance depends on the collective voice of the Global South.
Under “One Country, Two Systems,” Hong Kong is not only a vivid example of the integration between Eastern and Western legal traditions, but also an ideal gateway for Asian and African countries to align with international rules and deepen practical cooperation.
Over the coming days, our colleagues from the Ministry of Foreign Affairs and the Hong Kong International Legal Academy have arranged for you a comprehensive and engaging program of training courses and visits.
