On April 16, the US State Department released the 2026 Hong Kong Policy Act Report, smearing "one country, two systems", discrediting Hong Kong's democracy, freedom, and human rights, and slandering Hong Kong's national security laws and relevant law enforcement and judicial actions. The report is filled with lies and political bias, once again exposing US hegemony and its intention to "use Hong Kong to contain China". The spokesperson for the Office of the Commissioner of the Ministry of Foreign Affairs in Hong Kong expressed strong condemnation and firm opposition, and emphasized the following:
First, since Hong Kong's return to the motherland, the Chinese government has consistently and accurately implemented the principles of "one country, two systems" "Hong Kong people administering Hong Kong" and a high degree of autonomy. Based on the constitution and the Basic Law, the constitutional order of the HKSAR is operating steadily. The central government's overall jurisdiction is firmly implemented, and the HKSAR's high degree of autonomy is exercised correctly. The practice of "one country, two systems" in Hong Kong has achieved universally recognized success.
Second, the formulation and implementation of Hong Kong's national security laws have effectively safeguarded the dignity of the rule of law in Hong Kong, built a new security architecture for Hong Kong, and made Hong Kong one of the safest cities in the world again. Hong Kong is a society governed by the rule of law, and the law enforcement and judicial agencies are acting in accordance with the law to punish criminal acts that endanger national security. This is lawful, reasonable, and beyond reproach. Hong Kong's democratic development is progressing at a high level, and the rights and freedoms enjoyed by residents under the law are fully guaranteed. This cannot be defamed.
Third, under the protection of a high level of security, Hong Kong is accelerating its transition from stability to prosperity. Its business environment is continuously improving, attracting investors from all over the world. It maintains its position as the world's most economically free city, its status as an international financial center is solid, and its international competitiveness continues to strengthen. The strong vitality and superiority of "one country, two systems" are fully demonstrated. On the new journey of the 15th Five-Year Plan period, Hong Kong is integrating into and contributing to the overall development of the country, and its prospects for achieving high-quality development are infinitely bright.
Fourth, Hong Kong is part of China, and Hong Kong affairs are entirely China's internal affairs. The US attempt to continue interfering in Hong Kong affairs and undermine the hard-won positive situation in Hong Kong is not allowed by the entire Chinese people, including Hong Kong compatriots. We urge the US to abide by the principles of international law and the basic norms governing international relations, and immediately cease interfering in Hong Kong affairs and China's internal affairs in any way.
