Wang Yi Attends UN Security Council Foreign Ministers' Meeting on Ukraine Issue

On September 22, 2022 local time, State Councilor and Foreign Minister Wang Yi attended the Security Council Foreign Ministers' Meeting on the Ukraine issue at the United Nations (UN) headquarters in New York.

Wang Yi said that China's position on the Ukraine issue is consistent and clear. The sovereignty and territorial integrity of all countries should be safeguarded, the purposes and principles of the UN Charter should be abided by, the legitimate security concerns of all parties should be taken seriously, and all efforts conducive to the peaceful settlement of the crisis should be supported. Regarding the current situation, China has a four-point proposition:

First, it is a must to stick to the direction of dialogues and negotiations. The pressing task now is that the parties concerned resume dialogues as soon as possible, with legitimate concerns brought into negotiations and feasible options put on the table, so as to bring about outcomes for peace.

Second, joint efforts must be made to ease the situation. All parties concerned should exercise restraint and avoid words and deeds that aggravate confrontation. The international community should play a constructive role in de-escalating the situation. The safety of nuclear facilities brooks no trial nor error, and any unexpected risks must be eliminated.

Third, earnest efforts must be made to alleviate the humanitarian situation. It is important to abide by international humanitarian law and minimize civilian casualties. International investigations should be conducted in an objective and impartial manner, based on facts and without politicization. UN humanitarian relief agencies' continuing efforts to assist the affected people should be supported.

Fourth, all-out efforts should be made to curb spillover effects. It's important to jointly ensure the stability of the global energy market, and support Secretary-General António Guterres's efforts to solve the problem of shipping grains out of Russia and Ukraine. All countries are welcome to actively respond to the cooperation initiative on global food security put forward by China. Countries should not abuse unilateral sanctions, let alone let developing countries "foot the bill".

Wang Yi stressed that the Security Council should uphold the basic principles of objectivity and justice, stay on the right course of ending the conflict and promoting peace talks, and give priority to using mediating tools, so as to promote the political settlement process.
