Thank you for visiting the website of the Office of the Commissioner of the Ministry of Foreign Affairs of the People’s Republic of China in the HKSAR. You could also follow us on WeChat and Facebook (@ MFAofficeHK).

The Commissioner’s Office and the HKSAR were both established on 1 July 1997. Since then, we have been working and progressing together.

We share weal and woe with each other. Over the past 25 years, the Commissioner’s Office has firmly safeguarded national sovereignty, security, and development interests, and has resolutely opposed external forces to interfere in Hong Kong affairs, undermine Hong Kong’s stability, and harm China’s sovereign security, including exposing ill intentions of anti-China, destabilizing forces in Hong Kong during the Occupy Central Movement and the 2019 turbulence. As the National Security Law for the HKSAR is effectively implemented, the electoral system improved, and the COVID-19 epidemic gradually brought under control, Hong Kong is ushering in an unprecedented favorable development environment, and the Pearl of the Orient shines ever brighter.

We make concerted efforts for a better Hong Kong. Over the past 25 years, the Commissioner’s Office has been telling to the wider world success stories of “one country, two systems” and the HKSAR, supporting the SAR in expanding foreign exchanges and enhancing its international influence and competitiveness. We have fully mobilized diplomatic resources to create a sound external environment for the steady and sustained implementation of “one country, two systems”. We have also encouraged foreign institutions in Hong Kong to focus on win-win cooperation and play a constructive role in the city’s prosperity and development. Through 25 years of joint efforts, Hong Kong has enjoyed a consolidated position as an international financial, shipping and trade center.

We join hands to serve Hong Kong compatriots. The Commissioner’s Office is determined to defend the legitimate rights and interests of Hong Kong people overseas. Consular protection and service follow Hong Kong compatriots wherever they go. The Commissioner’s Office has enabled Hong Kong compatriots to better understand and participate in diplomacy through flagship activities such as “Bringing Diplomacy into Schools”, “Diplomatic Knowledge Contest”, and “Friends of Diplomacy Summer Camp”, and China’s diplomacy has never been so closely related to the interests of Hong Kong people. The prosperous and strong motherland is always the most staunch supporter for all Hong Kong compatriots and Hong Kong’s development.

The year 2021 marked the 100th anniversary of the founding of the Communist Party of China and the beginning of the new journey of fully building a modern socialist country. In the new era, the Commissioner’s Office will firmly uphold “one country, two systems” and protect lasting stability of Hong Kong, assist the HKSAR in carrying out external exchanges and cooperation in various fields, and serve the interests of Hong Kong people through diplomacy. Together with the HKSAR, we will write a new splendid chapter for the country and Hong Kong.

I would like to thank all friends who support the Commissioner’s Office and are interested in Hong Kong-related diplomacy. We welcome all valuable input and suggestions on the work of our Office.

Liu Guangyuan

Commissioner of the Ministry of Foreign Affairs of the People’s Republic of China in the HKSAR
