Commissioner’s Office held welcome activity for the participants of the Hong Kong Independent Commission Against Corruption (ICAC) International Anti-corruption Cooperation Programme

On September 2, the welcome activity for the ICAC “Professional Anti-corruption Programme in Major Infrastructure Projects” was held at the Commissioner's Office of China’s Foreign Ministry in the Hong Kong SAR. Commissioner Cui Jianchun, ICAC Commissioner Woo Ying-ming, and nearly 30 programme participants from Belt and Road partner countries such as Republic of the Congo, Kenya, Nigeria, Zambia, Brunei, Indonesia, Malaysia, the Philippines, Thailand, Papua New Guinea and Portugal participated in the activity. Deputy Commissioner Fang Jianming and Deputy Commissioner of the ICAC Yau Shu-chun also attended the event.



Commissioner Cui Jianchun stated that the Chinese clean and integrity culture has a long history, and that the Clean Silk Road also has its roots in the traditional culture and shared cultural understanding with other countries. The Communist Party of China(CPC) insists on exercising the power for the benefit of people. The 3rd Plenary Session of the 20th Central Committee of the CPC showed a panorama of China's peace, progress and prosperity, and also specifically emphasized the intensifying efforts to improve conduct and build integrity. The ICAC specially hosted this training programme for Belt and Road partner countries, which will contribute to building the “Clean Silk Road”. With the outline of five letters "CLEAN", Commissioner Cui also called on all parties to strengthen anti-corruption cooperation, promote the rule of law, intensify law enforcement, strengthen accountability mechanisms, and nurture a culture of integrity, so as to jointly build the “Clean Silk Road”.



ICAC Commissioner Woo Ying-ming said that the "Belt and Road Initiative" has made remarkable achievements, and that the ICAC has actively participated in and supported the building of the “Clean Silk Road”. The ICAC will make full use of the advantages of Hong Kong, capitalize on the platform of the Hong Kong International Academy Against Corruption to provide support for the anti-corruption capacity building of all other jurisdictions and jointly create an clean and integrity environment.



Participants from Nigeria, Kenya, Republic of the Congo and other countries said that they look forward to deeply understanding the achievements of China and the HKSAR in anti-corruption and master professional skills through this programme. They will also contribute their share to building the “Clean Silk Road” and share with others the rule of law advantages of China and the HKSAR.
