2021年12月15日,外交部驻港公署刘光源特派员在《中国日报》(香港版)发表题为《假“民主”之名行霸权之实终遭世人抛弃》的英文署名文章,从“美式民主”问题堆积成山、强推霸权政治信誉扫地、在国际上制造分裂对抗三个角度有力批驳美国举办所谓“领导人民主峰会”的反民主本质,并积极宣介中国全过程人民民主理念和全人类共同价值。文章同日亦在该报网页版刊登。全文如下:


假“民主”之名行霸权之实终遭世人抛弃


12月9日至10日,美国拼凑了一场所谓“领导人民主峰会”,上演了一出扭曲民主价值、制造世界分裂的政治闹剧。一些国家或拒绝参会或降格参与,一些国家或不明就里或受到裹挟,还有一些跳梁小丑卖力演出。会场内充斥美式霸权主义的陈词滥调和虚伪双标,会场外美国人在联合国总部前拉起“拯救美国民主”的横幅,会议直播间仅区区百人观看,批评声不绝于耳。

美国在错误时间、错误地点,以错误主题纠集的错误峰会,毫无意外地沦为一场彻头彻尾失败的政治骗局。

自身问题堆积成山,民主基础千疮百孔。历史上,美国民主的发展曾有其进步性,但随着时间推移,其民主制度逐渐异化和蜕变。金钱政治、身份政治、政党对立、种族矛盾等愈演愈烈,名为“一人一票”,实为少数精英统治,国家权力为资本服务,政党纷争凌驾公共利益,民众对政府信任降至历史低点。今年初“占领国会山”事件更是扯下了美式民主的遮羞布,“民主灯塔”风光不再。美国政府不反思解决自身面临的问题,却大操大办“民主峰会”,实则讳疾忌医,把错了脉,开错了药。

对外强推霸权政治,民主信誉荡然无存。英国学者马丁·雅克质疑得好,美国这么喜欢民主,为什么从不在国际体系中讲民主?美国占据多个国际机构一票否决权,还对国际机制合则用不合则弃,随时随地采取单边行动,干涉别国内政,强制输出模式,甚至颠覆别国政权,酿成无数人道灾难。“伊拉克谎言”殷鉴不远,“喀布尔时刻”犹在眼前,连美盟友都对其不再信任。一个打着民主旗号给世界带来动荡和冲突的麻烦制造者,在世人面前奢谈“民主”已不足信。

在国际上制造分裂对抗,反民主本质暴露无遗。美举办峰会复兴“民主”是假,以意识形态划线,复活冷战思维,煽动分裂对抗,打压异己和别国发展,维护美国世界独霸地位是真。说到底还是在搞地缘政治战略那一套,假“民主”之名行反民主之实。对此明眼人看得很清楚,拒绝登船随美起舞更是明智之举。面对世纪疫情和百年变局叠加影响,面对层出不穷的全球性挑战,国际社会需要的恰恰是团结而不是分裂、对话而不是对抗、合作而不是内耗的国际关系,而不是个别国家的唯我独尊、夸夸其谈。

民主是全人类的共同价值,任何国家无权阻碍他国寻找符合本国国情的政治制度和民主形式。一个国家是否民主,不可能由美国的所谓峰会来评判,而只有本国人民才能说了算!中国共产党带领中国人民艰苦奋斗,坚持走符合自身国情的民主道路,实现了和平发展。中国的民主是全过程人民民主,是真实管用的民主,是让人民过上美好生活的民主,是受到广大人民拥护的民主。中华民族伟大复兴进入不可逆转的历史进程,香港迎来由乱转治、由治及兴的历史新阶段。中国人民从来没有像今天这样对中国特色社会主义民主制度充满自信,对发展符合香港实际情况的民主制度充满自信。美国等个别国家拉大旗、扯虎皮,耍各种花招,企图干预香港事务和中国内政,肆意诋毁抹黑中国制度模式、破坏“一国两制”行稳致远,必将遭到中国人民坚决回击,遭到国际社会普遍反对,注定失败!

“物有甘苦,尝之者识;道有夷险,履之者知。”中国以自身民主发展给世界带来和平与繁荣。中方愿继续与各国一道,弘扬和平、发展、公平、正义、民主、自由的全人类共同价值,相互尊重,平等相待,合作共赢,推动构建人类命运共同体。我们奉劝个别国家和一些别有用心者,认清发展大势,顺应历史潮流,尊重各国人民和平合作良好愿望,立即停止任何假借“民主”之名行霸权之实的错误言行!

US-led summit: democracy in name, hegemony in nature

From 9 to 10 December, the United States staged a political farce that twisted democratic values and divided the world by cobbling together a so-called “Summit for Democracy”. Some countries turned down the invitation, some just sent low-level delegates, some were enticed or forced to take their part, and some “clowns” made a show for a publicity stunt.

The U.S. “summit” was awash with platitudes of hegemony and double-standard. Even American people put up banners right in front of the UN headquarters saying “Save U.S. Democracy”. Merely hundreds of people followed its live streaming and many voiced their discontent.

Without doubt, the US-led summit, at the wrong time and wrong place with wrong themes, was well and truly a political scam.

American democracy has been fraught with deep-seated problems.

From a historical perspective, the development of democracy in the US was a step forward from the feudal autocracy. Over the years, however, its democracy has become alienated and degenerated.

Problems like money politics, identity politics, wrangling between political parties and systemic racism have become more intense. “One person one vote” exists in name only and the reality is “rule of the minority elite”. American state power has been a rich men’s game about capital, party disputes override public interests, and people’s trust in the US government has dropped to an ice-point. The Capitol insurrection earlier this year tore off the fig leaf of American democracy, and the “beacon of democracy” has lost its shine.

Regrettably, instead of fixating on addressing its issues at home, the US hosted a “democracy summit”—a wrong medicine for its malaise.

Credibility of American democracy has been crippled by its power politics worldwide.

British scholar Martin Jacques has good questioning— why the United States never uses the term “democracy” in the context of the international system now that it clamors for democracy all day long?

Washington has the veto power in a number of international institutions, takes a selective approach to international mechanisms, and takes unilateral actions at its own will to interfere in others’ internal affairs. It is obsessed with exporting its model elsewhere, and subverted governments of some countries, causing numerous humanitarian disasters. The “lie about Iraqi WMD” and the “Kabul moment” are sobering wake-up calls to see American hypocrisy. Even US allies have lost their trust in it.

Given the bad record of the US bringing instability and conflict to the world under the banner of democracy as a troublemaker, the credibility of American democracy has gone bankrupt.

American anti-democracy nature has been laid bare for it divides the international family.

To revive democracy is an excuse for the US to put together the summit. Its true purpose is to draw ideological lines, resuscitate the Cold War mentality, fan division and confrontation, suppress those who don’t follow the US, and curb the growth of other countries,so as to serve its geopolitical agenda of protecting U.S. hegemony. It claims it holds the summit for democracy. But this is in fact the very opposite of democracy. The fair-minded have seen through the trick and many said “no” to the playbook of the US.

Confronted with the cumulative effect of a pandemic and changes both rarely seen in a century as well as many other emerging global challenges, the international community needs unity rather than division, dialogue rather than confrontation, cooperation rather than internal rift. Supremacy-rhetoric is least wanted.

Democracy is a common value of humanity, and no country has the right to hinder other countries from finding political systems and democratic forms suited to their own national conditions. Whether or not a country is democratic can not be judged by the so-called “democracy summit” of the US, but by its own people.

The Communist Party of China have led the Chinese people to explore a democratic path that fits our circumstances and achieve peaceful development. China’s democracy is whole-process people’s democracy,one that delivers benefits to and gains widespread support from the Chinese people. It is a democracy that truly works.

China’s national rejuvenation has become a historical inevitability and Hong Kong has ushered in a new historical stage from chaos to stability and prosperity. Never before have the Chinese people been so confident in the socialist democratic system with Chinese characteristics and in a democratic system in line with the Hong Kong situation.

Still, the United States and a few other countries are playing dazzling tricks—yet all futile bluffs—in an attempt to interfere in Hong Kong affairs and China’s internal affairs, discredit China’s social system and development model, and undermine “one country, two systems”. Their plots will be hit back by the Chinese people, opposed by the international community and produce nothing.

As we Chinese often say, only the wearer knows if his shoes fit or not. Over the decades, China has brought peace and prosperity to the world with its own democratic development. In the future, we will continue to work with other countries to carry forward the common values of peace, development, fairness, justice, democracy and freedom for all mankind, respect each other on an equal footing, pursue win-win cooperation, and build a community with a shared future for mankind.

We urge certain countries and people with ulterior motives to recognize and follow the historical trend, respect the common wishes of people all over the world for peace and cooperation, and stop seeking hegemony under the cover of democracy.
